Bob grew up in Southern California and as a senior in high school his design entry took second place in an All - Southern California high school architectural design competition. He attended the University of Southern California where he earned a Bachelor’s degree in Engineering, during which time he worked in an architectural design/ construction firm engaged in designing and building custom homes and commercial buildings. Following graduation he enrolled in graduate school at Brigham Young University and received an MBA degree.
In 1978 he founded a design-build construction /development firm in Salt Lake City where he directed the design and construction of, commercial, industrial, residential and institutional projects. Projects included apartments, low-rise residential condominiums, commercial facilities, office/warehouse, industrial plant buildings, and a regional hospital. During this period he became a Utah real estate licensee and developed an industrial park, an apartment complex, and performed numerous real estate purchases and 1031 exchange transactions. He also taught classes in the Construction Management Program at BYU that included a course in real estate finance and development covering such topics as site analysis, market analysis, appraisal, financing, zoning, and code considerations.
In 1988 he sold his firm and returned to Southern California to accept a position with the Walt Disney Company as Chief Project Manager for the Disneyland Resort and adjoining properties. He was responsible for capital budgeting and preparation of business plans for new development and major renovation projects. He directed the design, development and construction of new facilities and major renovation of all resort facilities, including hotels, retail space, restaurants, office space, theaters, show venues, attractions and infrastructure. Over $250 million in projects were all completed on-time, within budgets with a customer satisfaction rating of over 90%.
In 1998 Bob accepted an Appointment by the Governor of Arizona to five-year term as Assistant Director of the Arizona State Department of Administration directing the operation of the General Services Division consisting of five major units with staff of over 250 professional, technical, administrative personnel. Direct reports included General Mangers of Finance and Administration, Building and Planning, the State Engineer, Construction Services, Facilities Operation and Maintenance and Physical Security. Real Estate responsibilities included buying and selling of state properties, leasing and tenant improvement of over one million square feet of private-lease office space, and approval of leases for all state leased properties. He was responsible for developing an annual capitol improvement program for statewide physical facilities consisting of 2700 structures valued in excess of $2 billion.
He established a ten-year strategic plan for the development of 11 new office buildings on the State Capitol Mall, and conceived a unique public/ private partnership program for the financing, design, construction and leasing of buildings according to the master plan. The first three years of the plan was completed in two years with the successful financing, design and construction of three major office buildings costing over $125 million that saved over $200,000 in lease costs the first year and projected savings of more than $100 million over 23 years. This unique program received two national awards; the “Honors for Creative Excellence” award, the “Outstanding Program Award for Creative Excellence in Public/Private Partnerships”.
Other major projects included the acquisition and re-zoning of land, and the design and construction of a $180 million state prison, complete with all infrastructure necessary for self-contained operation, the design and construction of, a $20 million state health laboratory, and an $80 million expansion of the state hospital. He and his Department received several certificates of commendation and awards from Governor Jane D. Hull and later Governor Napolitano for outstanding performance. He completed his appointed term and joined Kemp Griffin Commercial Real Estate in 2004.
Bob’s experience includes serving on the Advisory Committee on Curriculum for the Graduate Program in Project Management at University of California at Irvine, serving as a Junior Achievement volunteer mentor and teacher, YBA basketball and youth baseball coach.
